How every number is checked

TARIN reproduces what the Ghana Statistical Service publishes; it doesn't adjust it. What it adds is proof: every value keeps the file it came from, and fourteen rules test it before it reaches a chart, with eight more for the other StatsBank tables, five for the Bank of Ghana's exchange rates and five for world prices.

The path

From a GSS file to a published value

FetchStatsBank through its public API; the monthly annex workbook downloaded from statsghana.gov.gh.
ArchiveThe response or workbook is kept byte for byte and named by its SHA-256 fingerprint.
LoadValues are appended, never overwritten. A revised value supersedes the old one; both are kept.
CheckFourteen rules. A hold keeps a value off the site until the rule stops firing on a later run.
PublishThe site reads only values with no open hold, each with its source file and retrieval date.
The rules

Fourteen rules, and what each is holding right now

Most need no second source. GSS publishes both the index and the rates, so every rate can be recomputed from the index. With the basket weights stored, the parts of an index can be added up and compared with the published total. Counts are values per month, from the latest run.

Where the holds are

Two regions account for most of what's held

Oti and Bono East product groups don't add up to their own regional totals in StatsBank for most months since 2022, so the aggregation rule holds them. Elsewhere, holds are scattered.

What the checks found

Five problems in GSS's own data

None of these were looked for. Each surfaced because a rule fired. The affected values stay off the site, or carry a warning, until GSS corrects them.

National Non-food is a copy of Food

Since the 2021 rebase, StatsBank's national Non-food index repeats Food's, value for value, and its regional Non-food rates include a 46% fall in one month. The genuine series comes from the annex, where it matches GSS's press releases (9.5% for July 2025).

Regional Non-food off in July and October 2025

Rebuilt from the annex's product groups, a region's Non-food index normally lands within 0.1 to 0.6% of StatsBank's. In July and October 2025 most regions are off by 2 to 12%.

Oti and Bono East product groups are misfiled

Their groups don't add up to their own regional totals: in StatsBank from 2022, in the annex from July 2025 to January 2026. In Oti in January 2026, Food carries Transport's exact value.

Two sheets of one workbook disagree

In 162 of 768 region-months, the annex's region-by-group sheet (Annex 3) gives a regional total that differs from the regional sheet (Annex 4). Annex 4 matches StatsBank, so it is trusted and Annex 3's groups are held there.

The September 2022 seam

The block GSS added for January 2021 to August 2022 doesn't join cleanly to September 2022, and September 2022 to April 2023 were typed at one decimal place. In May and June 2022 the national total disagrees with both the regions and the local/imported split.

StatsBank stopped updating

The database was last updated on 5 February 2026 and ends at January 2026. Everything since comes from the monthly annex workbooks, which GSS still publishes with each bulletin.

The other tables

Eight more rules for GDP, trade, money and government

The CPI rules lean on the index and its rates. The other StatsBank tables are tested by how their numbers must relate: a growth rate to its level, the parts to their total, a year to its quarters and months, one figure to the same figure in another table. A value is held only when the evidence points at it: it is the one number common to two failing checks, or a pattern names it. Otherwise the published total is flagged and nothing is withheld on a guess.
